Cant Play GTA IV from Steam Because of Product Key

I completely removed GWFL but when I download it and launch I get a error saying " Windows can not find C:/ Program Files (x86)/ Microsoft Games for Windows-LIVE/ Client/ GWFLive.exe Make sure you typed the name correctly, and then try again." Am I possible downloading the wrong thing? This is what I downloaded: http://www.xbox.com/en-US/live/pc/downloadclient, any help would be great!
