The Taxi Bug occurs when you have too many, too high poly models and your computer is too weak to handle it. Remove the car mods. Or, you can try creating a file called "commandline.txt" in your GTA IV folder and add the following contents: 

-renderquality 0 -shadowdensity 0 -texturequality 0 -viewdistance 0 -detailquality 0 -novblank -norestrictions -width 320 -height 240 -safemode -windowed -percentvidmem 100 -minspecaudio -novsync -renderquality 0 -frameLimit 0 -nomemrestrict

It gave me an extremely small box. 

Replace the "-width 320 -height 240" in the command line with "-width 800 -height 600".  I don't think anyone can manage to play/test a game like IV with such a small resolution as 320x240 :teehee:

Heaven knows I can't, lol :tongue:

Sidenote:If you want to remove the small box, you'd have to remove "-windowed" too.
