All my police/ems/fire slots have ELS enabled vehicles.

Did you put the ELS folder that contains the vehicle configuration files (default_config.ini) in your GTA IV directory?

 

Now I did... I apparently missed adding the file. :rolleyes:

Did you put the actual folder? There should be a folder called ELS in your GTA directory. Inside of that folder should be vehicle configuration file.

you need to go in ELS folder, open up default_config and you will see every vehicle has ELS off just switch to on and it should work.

 

You would switch every vehicle to On in ELS.ini in your main GTA IV directory, not in default_config.ini. Plus, ELS.ini already has all of the vehicles set to On in the second release.
