Why doesn't it work? Can anyone eles check the laptop?

It's a integrated graphics card and GTA IV needs a ton of VRAM to run. That card won't cut it. 

um I have a dell inspiron itll run but you better get a command line for it! it will run multiplayer btw! but now I got a desktop that does 1000x better
