I'm not sure if this is the right forum to put this; but I had a stupid question. I see several players that have multiples of what appears to be the same model but with different skins. I was wondering if that is possible, to have multiples of the same model ie: the ambulance, or police etc etc with different skins. If this is would someone please assist me with how to do this. Thank you in advanced anyone who may be able to help.

On most of the recent cars, there are 4 separate textures within the car. You can edit them to the skins you want, just add "+livery" (Without the quotes) to the end of the vehicle id line in vehicles.ide

I've tried it in SparkIV and Open and it's not letting me edit it to put "+livery" is there something I'm not doing or missing?

Also, and apologies for double posting I haven't found an edit button, but I have a couple mod cars installed in my game but I cant get the lights to turn on. Now the cars I have were not originally emergency vehicles of any sort so they normally don't have lights, what can I do to fix this?

In your ELS.ini file make sure that the cars are set to "active = 1" without the quotes, and make sure you are pressing J or K for the lights (primary and secondary, respectively). You need to edit vehicles.ide with a text editor, not spark IV. If you can't edit it, make sure your GTA folder is NOT read only.

The cars that I have aren't in the ELS folder, the cars were like the stockade, or cavalcade which were regular cars, but I found mods that were set for those cars. Also, does it matter the text editor that I use such as notepad or Microsoft Office?

The text editor does not matter.

When you say ELS folder, do you mean ELS.ini, the config file? Normal cars won't be in there, you would have to enter them in to the .ini file. Just copy one of the existing car's entry lines and replace the previous name with the car you want. However, if you downloaded a car such as Sam's Police Cavalcade, you don't replace the existing Cavalcade with the police version, you should instead replace one of the police models, such as polpatriot.

It was basically a DOT cavalcade, but the files for it were written for cavalcade. Also, I thought the stockade was a police vehicle, because that was the other mod that I installed and neither of them are working. Also I try copying the text from vehicle.ide to Microsoft Office to edit it and put "+livery" but then when I save it and try to replace the current vehicle.ide file it won't let me.

There's three versions of the stockade. Pstockade (prisoner transport) NStockade (NOOSE stockade) and then, I believe, regular Stockade (Gruppe 6 "securicar," that may be the internal game name, can someone else confirm?).

Make sure your GTA folder is not set to read only. If it is, you will not be able to edit internal game data files.

If the vehicle files you downloaded read like this:

cavalcade.wtf cavalcade.wtd

 then the files are going to replace the default cavalcade.  If you want to use the ELS lights on this vehicle, you must open up ELS.ini and add this line:

[ cavalcade ]

active = 1

...copy the rest of the text from another car's data lines...

Word is probably not the best text editor. If you do use it, MAKE SURE that you are saving in PLAIN TEXT format. DOC and DOCX files will not work, and will crash your game on load. It is probably best to use a purpose-made text editor (like Notepad or Notepad++). Again, save it in TXT format, then rename and replace.

To avoid confusion, Office will tend to default to saving stuff as a .DOC or DOCX file. When CP702 says to save it as a TXT file, he means the type of file. The extension should NOT be .txt, it should be .ide.
