Same things continue to work:
Manual Siren, Airhorn, Takedown Lights, Cruise lights.  Nothing else works/

I just installed EFLC to try it on there and see if it would work.  Same thing, but I noticed when steam was installing it, it installed 2005 C++.  I have multiple installs of C++.  Is it possible GTA is using a wrong version?

I'm completely blank here.  One part of ELS works and one doesn't,

Okay, so I may have found a clue to the bug but I need help figuring out what to do next.  I went in ELS 7 and turned off single player ESL.  Booted GTA IV, and the control function was still on.  My horn button, G, still only turned on the horn and wouldnt turn on permanent sirens, the [ and ] key still turned on takedown and haz lights.  However the AI police lights would not work on the imported models but the native models (my police patrol file is still the original) worked fine, whereas their light bar disappeared when ELS was on.  

Im thinking something is not loading right.  Ive checked several times to make sure everything is in the right place.  What to do?

That's only because you disabled ELS for the AI in single player. The lights will not be used by the AI when this is off. Non-ELS cars' lightbars will flash like that because of the way ELS uses the extras system, you have to disable ELS for all non-ELS vehicles.

Wait, do you have to disable ELS for any non-ELS cars for it to work?  Cause right now, I have ELS cars for the FBI, Police Cruiser, Police Patrol and Police Stockade only....

Okay I ran the G17 diagnostics and it came back with an error for my .net scripthook.  Weird because I have the latest version: 1.7.1.7 B found here: http://www.hazardx.com/details.php?file=83

That error is probably just because you're using the updated one. The diagnostic tool might be looking for an older one. Everything should still work. ELS shouldn't even use ScriptHookDotNet since it is an ASI mod, anyway.

Sigh....last thing I can think to check is the default_config file since that what ELS uses for all the vehicles and I dont have data files for each car

OKAY SO WE HAVE PROGRESS!!!!!

 

I read a couple threads where ELS users couldnt get ELS to work unless they pressed the buttons really hard (dont know why it makes a difference) or fast.  I was like what the hell, lets try it.  Screwed around with J-K-L-H and using combos with Alt/Ctrl, pressing them really hard and fast.  SOMEHOW I got my secondarys to come on and primarys to cycle twice.  OMGWTFBBQ.  I had to hit the button 1000 times but it worked and Im not sure if Alt-Letter was what worked or just pressing the letters!  

Unfortunately the issue with the other guys was that they had simple trainer that needed to be deactivated due to key conflictions.  I do not have any trainers.  I deleted LCDPFR and Im going to try starting new game since Ive read saves can be corrupted.  Ill report back once I try.

Thanks for the help everyone.  Im 16 hours into screwing with this thing but theres never been a modding/programming issue I couldnt crack.

Okay so if I hold down the button, it works the same as pressing it a gillion times

 

Reassigning the Toggle Warning lights/secondary/primary and siren to the numpad helps a little bit with consistency.

 

New game and removing LCPDFR didnt help.  About to do a clean install of GTA again and install ELS and ELS-cars first, see what the result is, and build from there
