I am running on a DOD computer and it wouldnt let me download the diagnostic tool. here are several photos from my game folder. when I push alt p, nothing happens except the screen blurs a bit. I have completed the first few missions as well. Also, GTA is the lastest version and I have installed C++2010, Net 4, etc...Thanks.

shoot, the photos aren't showing up after I pasted them in... I can either email them to someone who can help or if someone could tell me how to put up those photos, that'd be great too

My first question would be why are you trying to play gta 4 on a computer from the Department of defence , second if it is from the DOD the army is gonna restrict you from downloading anything on that computer, my advice would be to get a personal computer one that is not tied to the army, They get kinda pissed when you download stuff that is completley usless to the military. and if you do get a new computer go to this website and see if you can run the game first, you will need an up to date comp.

I'm at the academy, so this is my "personal computer".... it's a caveat to the normal DoD computer policy. However, I am on the DoD network which controls some of the pages I am able to view online etc.... the downloader is not one of them. I was able to download the game without issue (I am allowed to do that) however, the diagnostic tool downloader is blocked because it has "malicious content" haha

well then you just answered your question, if you are on a secure network then you are going to have to get on a network that doesent have so many restrictions , Thats kinda like if I went to the library and tried to look at porn they would restrict me from seeing any site that came back milacious or inapropiate, the army is going to do the same thing they dont want to take any chances of you screwing up there network with a virus or ect.. Like i said you are more then likely going to have to get on a network that is more open , I would suggest if you have a buddy with wireless I would go there and do my downloading , I know mcdonalds has wifi if you have a laptop, but they probably have limits on there net as well

Just for shits and giggles, try to turn off your antivirus and then try to download
