Downloaded custom map - no traffic?

I downloaded the Red Dead Desert map - and it's pretty amazing. But I cannot get traffic on it. The police won't even chase me on the map, except for the helicopter. I think I did something wrong. Can anyone help me?

I am reading the readme file again and it says something about cars but it appears to be about a car pack - nothing to do with traffic, unless I'm reading it wrong.

 

And Thanks for moving the thread to the proper place.

May be a stupid question, but did you do this: 

 
1. Put the 'pc' and 'common' folder into your GTA IV/EFLC folder ( overwrite if asked )
2. Start up GTA IV/EFLC.
