Sorry but no, GTA IV is recommended for a 8gb and a 750gb hard drive..

Well if you want a good gaming pc, it will cost you. A desktop is recommended over a laptop.

Well I hear you. But that's the sad truth, power costs money. For example, I bought my computer for around 2000 dollars, and that was two years ago. It's ridiculous.
