Thats all I know to do, worked for around twenty minutes then stopped working.

    Run the LCPDFR installer as Administrator (right click, "Run as Admin").  Make sure your the root GTAIV folder is not set to read-only.  Right click the folder and deselect "Read Only", and do this first.

     

    Should solve your problem.
