LCPDFR won't launch

Ok so I've got a legit copy of GTA IV and I've successfully installed LCPDFR. It's up to date and I always run as administrator. But for whatever reason when I'm in game and I press Alt + P nothing happens, nothing pops up and the cop stations don't appear on the map. I've disabled p being the key which toggles the definition but as you can imagine that's done nothing. My diagnostic report is as follows:

In case it matters, my operating system is Windows 8.

 

Install LCPDFR as Admin...right click the installer and select "Run as Admin".

 

Also, make sure your root GTAIV folder is not Read-Only.  If it is, uncheck that box and let win do it's thing for a minute, then reinstall LCPDFR, running that installer as Admin.
