Yup, I play in that mode sometimes, but the only problem is the peds health regenerates way too fast due to Bravehearts script.  So it's kinda off balance as far as hits go.

 

The upside is you really have to be on your feet during traffic stops.  Same with the gunfights...cover, cover, cover..is key.
