Can I change the color of the lights for a police vehicle for personal use and/or share with the community? For example, the model comes with red and blue lights, but I would like them to be all blue, is it ok? I dont want to mess with it before knowing the answer. 

You're only allowed to upload other people's content with their permission and proper credits. However, it is perfectly fine to modify textures for private use (as long as you don't share them with anyone).
