I tried reinstalling due to the lcpd computer erasing my lcpdfr username and got this:

Run the installer as administrator and uncheck the read-only box on the GTA IV folder.

The user name "Handling Socket Error" is due to the LCPDFR server going down.  Will not effect gameplay at all.  Once the server is back up, that error will go away.  The game connects to LCPDFR in order to track your in-game stats.  No need to re-install anything.
