when i try to un check the read-only option it is a blue box  and when i un check it it goes through the process but when i go back to the files options the blue box is back

Run the installer as an administrator (right click --> Run as administrator)

I do run it as an admin but I get the same error

Do you run as admin the "LaunchGTAIV.exe" or another file ?

About the read-only, it's normal to see the blue box again, just be sure to do it once and it's ok.

 i launch gta iv through RGSC

Ok, but does the game works fine without LCPDFR ?

 

Yes the game works normal without it but when i try to install it(and it errors) it puts in the scripthook files and then i cant start my game, so i delete them and it goes back to normal

Where did you buy your game ? Steam ?

Is it a legit copy or pirated game ?

 

i bought it from best buy its not a steam version

the tool checked out everything except for the mod as you said but it did say that my .NET and C++ are ok. and yes it is in the 32bit file path

Do you have xlive.dll or something like that in the game folder ?

If yes, remove it and retry the installation of the mod.

yes i removed it and im still getting the same error
