No, you should install RPH in the correct location, and it will work fine. Remove all files related to RPH and LSPDFR from the file path mentioned in your screenshot.
Also, uninstalling the game will not remove RPH files. You need to remove those manually.

right now i have all files in the gta 5 folder do i just need to move everything related to RPH to the file path mentioned.?

it also says the game folder the gta 5 is the game folder is what i though
