Rage plugin hook crashes on the second game launch with an insufficient permission or bad antivirus message.
(I swear, I've tried everything, but it doesn't work.)

I’ve already tried these solutions; I assure you I’ve granted full control permissions for the GTA V folder. I also tried adding it to my antivirus exclusions (I use Norton, so Windows Defender is disabled), but the error persists. Furthermore, I tried disabling various options within the antivirus itself, but nothing worked. I’ve been looking for a solution for days.

If you are getting that error it is most definitely your Anti-virus or windows. I know you have windows security disabled, but you might still need to make exceptions for both the game folder and RPH .exe

Since I have Norton as my antivirus, it won't let me access the Windows antivirus settings

Okay. I can suggest disabling your AV entirely until RagePluginHook hooks for the first time, then re-enable it. Windows will usually mark it as safe, but I don't know if Norton will

I disabled everything I could on Norton, but it still doesn't work.

I have norton too and I can easly say that if u add gta5 folder as exception there correct then u have nothing else to do there as it takes full control over windows defender.. I would rather focus at perms cuz maybe u didn't set everything.. best of all u can attach screenshots here

I personally give perms to everything at properties and never had that issue.. if it won't work u may also try launch rph as admin

At norton u made exception for scanning or for antivirus protection?

I added the GTA folder to the antivirus exclusions. Then you pointed out that I hadn't added the GTA folder to the scan exclusions, so I tried that solution, but the error still persists even so.

At this point tbf I have no clue what else could stop u

Can you try loading into the game normally, and then after you spawn in, then start RPH

I also tried this, but it doesn't work. LSPDFR only starts when I delete the character files. Then it crashes.

I also disabled Norton, I don't know what's blocking my files
