LSPDFR boots fine, runs fine, but does not boot with ANY MODS. Pretty much boots 100% vanilla. Almost like it is not detecting the dlc mods folder. HOWEVER, When I boot without RPH normally, all mods load no problem. But when booting into LSPDFR, Not a single Mod loads. WHATS GOING ON??!

LSPDFR doesn't specifically rely or "detect" any mods inside your mods folder.

What mods have you installed?

GTA V Enhanced Remastered. And a DLC pack for police vehicles. What is also weird, even mods OUTSIDE the mods folder do not load. It's almost like using RPH boots a vanilla version of the game with exception to LSPDFR. I dont know if its an RPH issue, LSPDFR issue or if i need to accept Enhanced is just not the way to go right now.

Right now the enhanced version is not yet ready as open iv won’t work yet on gta v enhanced so adding cars right now is not possible

RPH loads mods that are in the plugins folder. LSPDFR loads LSPDFR callouts and plugins inside the plugins/LSPDFR folder.

File modifications (mods folder) and other script modifications are not managed by RPH or LSPDFR, it's not what they do.

You'd want https://www.gta5-mods.com/tools/openrpf-openiv-asi-for-gta-v-enhanced to load mods folder mods -- which you'd need to make sure are compatible with enhanced, it's effectively another game.
