The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

You said that the game crash on launch with RPH but it works when the game starts on steam without RPH? And what do you mean the usual Mods. Is it like SHV or Heap adjuster... ?

Try remove the folder LSPDFR that is inside your Plugin folder(not delete LSPDFR folder, move it to your somewhere like Desktop). And then launch game with GTAV with RPH.
