I've installed park rangers, sheriff, lspd and Highway Patrol car pack but for some reason AI highway patrol units respond with Sheriffs car even though I've synchronized it with Ultimate Backup... I need some help to make them respond with their own car-pack that I've added

Are these ultimate backup units or LSPDFR backup units?

ultimate backup units, I've found solution by removing add-on packs and replacing 1-2 cars per agency. However I can't use the whole pack 

Check the ultimate backup xml files for the state units entries. You must’ve made a mistake editing those lines.

I've added back the add-on files and now problem even got worse... In the city, los santos police uses the old vanilla cars than the ones I've added, SAHP either uses those or a unmarked victoria. Apparently my sheriff and park rangers are responding without any problem..

Go in the game and on duty. Open the Ultimate backup menu and request one state patrol unit. Then attach the RagePluginHook.log to this thread.

As for your LSPD units, you set it up so that they spawn with POLICE and POLICE2, your K9LocalPatrol is set to spawn with NHP cars. Your state patrol in LS County is set to spawn with POLICE3 and 4. The same applies to your State Patrol units in Blaine County.

So far I don't see an issue with any of your car packs. It's simply your default regions that aren't set up sufficiently.

Thanks, before the log, I've tried to call for a state backup in the city in a different session and yeah they respond with the add-on car pack. And in this session I've went to sand shores airstrip and called a backup and it arrived with a vanilla police intercepting unit.

This will be due to the reason I outlined earlier. Your UB configs are not fully set up with all state unit lines.
