iget everything downloaded and filed correctly and with the lspdfr mod files in the GTAV file and when i go to start the game with the mod installed it is saying a plugin is blocked. i am stuck and cant get the game to load with it installed...what do I do?

In the Rockstar Games Launcher, you can disable the BattleEye in the settings. Or you remove the Battle Eye GTA V exe from your main GTA V directory.

Ok so now it will load with the files there...i load the game and click over and click and start the rage plugin and it doesnt seem to want to run the rage..there are no signifiers that it is running

Start GTA V until you're spawned in story mode, then alt-tab and launch RPH. Maybe that helps.

when the story mode opens its the first mission where you are robbing the bank i think...i run Rage.. and nothing..is it because i need to meet some sort of initial gameplay possibly?

You will need to play the first two story missions before you are able to play LSPDFR.
