The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.
[16th April] LSPDFR Enhanced Preview has been updated to include a fix for users struggling to access the PD interior.

When im playing in a sever some of my police lights do not work on my end but on everyone else's computer they are working. What is something I could check to fix the issue on my side

Since LSPDFR and RPH are singleplayer modifications, we sadly cannot offer support for FiveM here. You’ll have more luck getting your issue fixed by reaching out to the community on the FiveM forums or community driven discord servers.
