I have everything installed correctly but the EUP menu doesn't pop up when I press f11. I change the keybind several times and nothing changes. And pressing tab doesn't open up the weapon wheel, I opened it once and since it's yet to work. When I press f11 it opens up social club. And the weather is stuck in like dense fog. Can anyone help me?

Well F11 conflicts with social club, if you have anything else installed via OpenIV I recommend that you change the mods folder name to _mods just to test and see if you can open the weapons wheel. 

If that works then try to reinstall EUP menu thats my best guess here. That it probably got installed wrong because normally it should work

Did you install eup law and order or the serve and rescue after installing eup menu. If you do install the eup law and order and the serve rescue. Go to Grand theft Auto/mods/update/update.rpf/common and look dlclist.xml look into it and look if the eup or sup is in the .xml if not. Add another line and copy the text above and change the word in the > . < And rewrite eup or sup.
