ELS works but lights barely flash

ELS V6 has been working flawlessly since I installed it. I recently tried adding radiance mod trying to make the lights brighter on day patrols and I believe I installed it correctly.

 

 

Since then when I activate the lights, they come on but are very very faint even at night, like almost white. But the red and blue reflection on the walls is the same. What am I doing wrong here?

Not sure if this could help [meaning that you should make a backup of the file before you mess with it], though you can try to increase the number next to 'car.defaultlight.emissive.on' in the visualsettings.dat file.  Mine is at 350 and I get rather nice ELS lighting.  See the photos below in the spoiler tag as examples from my game;

Here's the link; it says it is for EFLC but it will install perfectly fine in GTA IV. - :D - Come to think of it, it is the same one that you posted previously. xD

Your problem is ENB, & especially the timecyc.dat file. You could try installing Sgt.Kanyo's 1 just ULed to see if it gets better otherwise you need to change ENB (I suggest this:http://www.gta4-mods.com/misc/aigeeflc-enb-10-f20654 because teh one they posted sucks on all the other parts of graphics :S)
