The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.
[16th April] LSPDFR Enhanced Preview has been updated to include a fix for users struggling to access the PD interior.

I followed the answer by Limitless Technology by running cmd prompt as admin and typing cd C:\>windows\system32\wbem then copying and pasting all the lines they have. Worked for me.
