admin permission doesn't work either, where the would log be put when it gets generated?

i used the download from https://www.lcpdfr.com/downloads/gta5mods/g17media/52970-lspd-first-response-enhanced-preview/, i just made RPH an exception itself but i already had the entire directory as an exception though so i don know if that'll change anything. neither of these things worked though along with turning off my virus protection the whole thing is is that rage plugin will load up until where i have to open the game through steam and it makes me continue opening the game with the custom arguments or whatever and that's when i get stuck on launching game

loading the game with rage doesn't work and loading game up before rage opens then opening rage after having game open doesn't work. also I did the commandline.txt thing with -log, ran RPH and it never created a .log file, even after turning file extension names on the only RPH files I have are RageNativeUI.xml, RageNativeUI.dll, RagePluginHook.exe, and RagePluginHook.ini.

that doesn't work, also I do not know where to find this .log folder in my directory. i can't search it up either i don't see it

I've been trying to fix this thing from popping up every time I open Rage. When I open rage it opens to steam to launch the game and when I click continue on the custom arguments where it says, "-skipPatcherCheck -launchTitleInFolder" then my directory, it loads up the game without rage and rage sits and says "launching game" so it never ends up hooking with the game for some reason. Would love some feedback on this.
