Potential fix for "custom arguments" issue when launching with steam
Found a work around that took about 6 hours to stumble across. Few users here have confirmed it worked for them. Here is a video showing what I did:

I did, however the site has a 4mb cap on videos. I had just finished a 16 hour shift and didnt have it in me to get it on my yourtube channel. I will have it up on the 15th in the AM.

Launch Game w/Custom Arguments (Steam - RPH Launcher)
Once you hit "continue" when prompted with the custom arguments from steam, the game will begin to load like normal. When you select the already running ragehook from the task bar, it will essentially pop up "on top" while you can still see the game loading behind it.

Let me just make sure you are doing it right. Can you see through the ragehook launch screen, with it saying "waiting" as the game launches behind it? If it helps, I can make a video showing how I do it.

Try this: -Edit Ragehook launcher properties to "run as admin" from within the game directory -Launch Ragehook and hit yes when prompted to run as admin -once steam opens the game, go ahead and select continue when the "custom arguments" message pops up. -In the task bar, select ragehook and make sure it stays "on top" as gta loads in the background. Should load up just fine.
