The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

Why are AI so bad at foot pursuits?

Why are the AI so bad at chasing a suspect on foot? The just run behind them and that's it they don't even tase them it's so infuriating I have to do everything myself. 
Any good suggestions for this?

True, the thought behind is that you are the player, and it is you who do the active part. If you are in the chase, then default AI will arrest the suspect. If you choose to move away from the area the AI will not

My point being you could be in a pursuit with a vehicle that has 4 occupants, and by the time you have arrested, booked and called transport for one you're driving half way across town to get the other, I feel the AI should be more pro-active here in arresting PEDs since you're a department and not a 1 man team. 
I would love for any plugins that fix this.

Never had issues with this, most of my AI cops either tackle or tase them, it takes a while for them to do so but they end up getting the suspect anyway. If you use Stop The Ped I'd suggest you to set TakeOverAllArrests to 'no'. This way AI cops from the LSPDFR engine will take the suspect on their own instead of assigning them to you.
