LCPDFR Not Starting

I have followed everything there is too. I have uninstalled LCPDFR and reinstalled it. I have reinstalled the game. I have change the folder for GTA IV from read-only and removed the read-only part. I have made sure all the files are in appropriate folder.

 

I still cannot get it to start. None of the LCPDFR controls work. Not Alt+p nor Ctrl+p.

 

I am so confused. I even ran the diagnose tool. Here is what I get:

I am out of ideas on what to do. I even run GTA IV as an Administrator. Does anyone else have a solution to this?

 

I am using Windows 8 pre-installed 64-bit.

 

The game works perfectly fine. Only LCPDFR won't work.

Check to see if you have latest Netframe installed.  It's been awhile, but when I first installed LCPDFR I had the same problem.  I remember having to update my Netframe to version 5 (something like that) and I had to use Xliveless instead of Dsounds.dll.  

 

Anyhow, the Netframe requirements I believe is in the readme or in the troubleshooting pinned topics.  Also, the answer is available here somewhere, I do remember finding the solution with the LCPDFR search function.
