Is there any mod or setting that makes NPC cops hold their position after a fatal shooting? Normally the cops after killing the suspect, they automatically fold their guns and approach the suspect, which makes no sense compared with real life tactics.

I remember a topic that had similar content, and afair someone did knew a mod at least like that. Look for something called 'cuff corpse' or 'secure corpse'.
As always with old mods its not given that the mod will work any longer.

This is probably the mod you are thinking of..........
 

But, I don't know that it changes the behaviour of the NPCs after the shooting.  I think it just allows your character to apply cuffs to the body.

Correct, this only allows the player to cuff the dead ped, AI officers will remain how they used to be.
