I have probably the wierdest issue with my game ever. My EMS backup responds, my fire backup responds, but PD AI is non-existant. Like there is no police driving around, no police in the stations, nothing that shows PD ever existed. I have reinstalled LSPDFR, reinstalled the game itself, reinstalled and uninstalled UB, and nothing. Even disabling my mods folder didnt work.

No, that was not the solution. They were both disabled. When I say Law Enforcement is gone I mean GONE. No park rangers, no police, no military, IAA, FIB, literally I can have a 5 star wanted level and roam around like nothing. It's so weird, plus EMS and Fire Department is activem which makes it even weirder. I can request for EMS/Fire, and they respond but NOPE NOT POLICE. PLUS I cannot spawn the police vehicles; pranger/pranger2, fbi/fbi2, police1-5, nothing. Military vehicles too. I have reached out to so many support groups but noone has responded except Unkownbastion in Discord.

Can you disable your mods folder by renaming it to _mods. The only reason that I can think of is a faulty mods folder. Even the base games police cars are not roaming around?

I will go try this and let you know. I feel like i tried but let me check.

So this brought law enforcement back, now what mod do you think is causing it? Ask as many questions as you deem necessary, what mods do you think would cause this?

I simply cannot tell you unfortunately. I don’t know what mods you have in your game. Best is to either filter yourself if you’ve got a clue or start a fresh mods folder.

If you are using Menyoo, remove it or replace it with this version.

Heres a screenshot of my mods folder. It's just that I have a crap ton of mods and my game was just where I wanted it so I don't want to have to start fresh. Let me know if you see anything but I'll go start manually fintering and see what I can find.

I don't believe the MRPD mod has AI mapping in it, and I am unaware of it, but if that LAPD Metro DLC is an MRPD station as well, choose one, not both.

No, already tried that and it didn't work..

You’re saying you only ever installed addon mods? What about files that replace existing ones in patchdays, update.rpf etc. 

I wish I could tell you better news but it’s hard to break it down which mod causes it. 

Ok now this is goofy. I just completely deleted the mods folder and launched the game through RPH and still no law enforecemtn. So what I'm gonna do is completely delete EVERYTHING outo of my GTA directory and reinstall the game. Unfortunately I have done hours and hours of searching and noone has had this issue. Thank you all for trying.
