The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

I was receiving the same message. How I fixed the problem was simple.

 

1) close all applications except Rockstar game launcher. 

2) open rockstar game launcher, navigate to settings, and disable BattleEye anti-cheat. 

3) Then relaunch everything, go to files, and select RAGEPlugingHook. Now everything should work fine. 

 

After disabling BattleEye you have to restart GTA for it to register. You can re-enable BattleEye after loading into story mode, it doesn't affect gameplay; however, I am unsure if it works without having to restart GTA again. If you restart, after re-enabling BattleEye you will find yourself right back to step 1 to access LSPDFR gameplay.
