You can do limited ped editing (basically, recombining preexisting meshes - this is what Custo's New Cops mod uses) with just OpenIV and Notepad by following my tutorial.

Other than that (and even in that case, if you want to actually move the meshes around relative to each other), you need 3ds max, OpenIV, and GIMS. GIMS is free (just search GIMS on GTAForums to get the download link). 3ds max is insanely expensive, BUT you can get a free legal copy from http://students.autodesk.com (this may or may not require a .edu email address - I have one, so I could get it, but I've heard they don't do any verification anyway).
