The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

It appears youre missing NAudio, I am unsure where to find NAudio itself, But I do know that Los Santos Red uses NAudio so you could download NAudio and just take its NAudio

Or Seatbelt uses NAudio too which is what I think youre getting the issue for, make sure to install correctly if this is what you are using

 

It also appears youre missing Seatbelt.dll which should be fixed from the first link I sent in this message

Remove moreradiochatter, it’s outdated and requires an old version of NAudio. A newer version of it is required by other plugins.

 

also you haven’t installed the plugin seatbelt, which rph is trying to load. Make sure to disable the loading of it, otherwise it will crash when attempting to reload all plugins.
