The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

I'm trying to add police in civilian cars or whatever vehicle i chose, but i cant seem to find a way to do that. im able to change the vehicles and handling of them, but cant seem to see how to make it so cops can drive them. Any help?

Afaik there is no plugin especially for that, but police-officers DO enter civilian cars and use them for chases IF their police-car is smashed up, that happens in LSPDfr itself.
Partners will often leave your car during a chase provided that the fleeing car is temporary blocked or crashed. That officer will also use a civilian car if the fleeing somehow breaks free and accelerate. Again, that is native LSPDfr behaviour, with no plugins loaded.
