The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.
[16th April] LSPDFR Enhanced Preview has been updated to include a fix for users struggling to access the PD interior.

„In terms of translating LSPDFR, it is currently not possible due to a lack of translatable strings. There is a branch of LSPDFR with some work ongoing make the project translatable, but it is being worked on during spare time and is not an active priority.“
