The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

I've installed the ProwlerRadar mod and copied the IPT.Common.dll and the plugins folder over into my GTA V folder however it's not showing up in my game.  I'm not quite sure what's wrong with it as it looks like it's in the right folder.  I already have the newest version of RageNativeUI.dll and every other mod I have is working fine.

Ah right, it didn't come up on the left when I started the shift, I'll have a look to find the keybinds.
