when ever i go into areas like around the casino or in certain parts around like police stations the game lags for a second or two then goes back to normal, this only happens when i have rph and lspdfr even without lspdfr it still happens, if anyone can help thatd be nice

This happens when you play lspdfr or not?

now that i realize, it tends to happen without lspdfr and rph, it really bothers me cause one sec itll be smooth, then the next sec itll lag the go to normal

Well it can happens, if you want to play the story mode or to play gta without lspdfr and rph it's raccomended to create a copy of the game, so you can play gtav vanilla without any problems

i want to play with lspdfr but the lag is killing me and i cant find a fix

You could try using a gameconfig with reduced traffic and pedestrian spawns.

 

 Setting priority to high from task manager may help, though I’ve not personally noticed a difference.

You could try like YakinDaks said to install gameconfig xml from here, and you need other 2 plugins required for gameconfig: heapadjuster and packfile adjuster you can find them in gta5 mods site

I did that and it still lags

Strange that it lags, maybe it can be a plugin problem, try removing all of the plugins and see if it lags, then put them back one by one

To see what plugin causes the lag

the only plugin i had was ultimate backup, even removing that didnt help

Have you installed any mods?

Like car packs etc..

Go into the lspdfr.ini and try editing the following to improve FPS:
Networking.DisableDiscordRichPresence = true
PoliceStation.DisableAmbientSpawn = true
Frisking.DisableCovid19Items = true
Callouts.DisableBigRadar = true
AmbientSpawn.DisableRandomUnits = true
Main.PreloadAllModels = false
WorldEvents.MaxNumberOfEvents = 0
Ambient.DisableEscapedSuspectEncounter = true

Ive tried everthing, and it wont work, the only other thing i could think of is internet being the issue.

Internet shouldnt effect FPS. Other things that might effect it are high resolution vehicles or additional assets like ymaps.
