YakinDaks's post in LSPDFR will not load was marked as the answerYour SHVDN log seems to indicate and that you are missing the “scripts” folder as well as the “ScriptHookVDotNet.ini” file I’m not overly familiar with these logs as SHVDN is known to cause crashes.
Try and resolve those issues and see if you get any further.

Unfortunately, I can’t direct you on how to fix it aside from rebuilding your “mods” folder from scratch. If you have the storage space, you should make a backup of your GTA V directory prior to installing additional mods. That way if it something goes wrong (which is pretty much guaranteed at some point), you can rollback to the stable folder.
