The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.
[16th April] LSPDFR Enhanced Preview has been updated to include a fix for users struggling to access the PD interior.

I’m pretty sure you can find the GTA folder via the epic games launcher. 
 

Go into your library and find GTA. Right click on it, hit manage and under installation you’ll find a little folder icon. If you click on that the folder which has the GTA files should open.
