Hi.  I'm currently looking to start playing LSPD:FR and I'm wondering if I could get a bit of help with figuring out what version of GTA to install.  One of my friends advised me not to buy the version with GTA Online as that'd get me banned.  Would LSPD:FR work if GTA is installed via the Rockstar Games Launcher or does it have to be from steam?

 

Also, if possible, does anyone know what version I need to revert GTA back too or is the base game (no online) fine as it is.

It doesnt matter if you buy the game on Epic or Steam but most people probably own the Steam version. There is no need to revert game versions as LSPDFR works on the newest version.

What he means is that you will get banned from GTAOnline if you go Online with the MOD LSPDFR activated or any other MOD installed.
You cant get banned from LSPDFRor GTA-Story-mode.
The way this is solved by those that want to play both GTAOnline and LSPDFR plus all the MODS you can find, is to have two folders with the game: One vanilla with no MODS at all or playing GTAVOnline, and one other folder with LSPDFR plus all the mods they like to have. Then they just rename the LSPDFR-GTA-folder to anything else than GTAV when they go online.
You will never get into trouble when you play in Story-mode, no matter what MODS you have chosen to install. Story-mode is local on your PC only.
Weather you should choose EPIC or STEAM as your platform should really only depend on if you have one of either already, and if not, then look for the best deal for GTAV basegame.

It is encouraged (at least by myself) you purchase the Steam or Epic version, especially if you are looking to revert for game updates. Game title updates require LSPDFR and are prerequisites (ScriptHookV) to update. With Steam or Epic, you can revert to the previous game version while you wait for these to update and can play freely. With Rockstar's retail version, you cannot revert to previous game versions, so if a title update occurs, you are stuck waiting for LSPDFR, ScriptHookV, and all other mods to become compatible with the new game version.

 

In extremely simple terms, just purchase the Steam version as it saves you the headache in the long run.

Sadly it is No for EPIC.
EPIC does not allow you to keep an un-updated gameversion. You can lock the game from  automatic updates, but there will be no launch-option. The only option is "Update game"
