The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

Any way to make K9 takedowns not kill?

Currently I have K9 Callouts and Ultimate Backup mod, and when the K9 stops a suspect they kill them and the suspect regenerates. This resets the suspect and I’m wondering if there’s some way to make them just not die at all.

Unfortunately UB isn't open source, unless the author is willing to implement a different method in terms of how K9 catches pursuit target, there isn't much we (as the players) can do.

You need to approach the devs of both modes and suggest them to implement what you ask for. It is definitively possible to make a suspect preserve health, no matter what happens to him, but there are no default ways, it has to be coded.
I can make it, but i would not be able to guarantee that it would not conflict with one or both of your plugins.

Will probably remove K9 callouts since they all crash the game, so if you do do this just worry about UB
