The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

I have been playing LSPDFR for some time now, but one I problem I have is that whenever I make a traffic stop or am just stopped beside the road traffic always goes crazy. For example I make a traffic stop and then while I am talking to the driver some cars behind are just crashing into eachother like they are all high as fuck. Also one time I asked the driver to get out of the vehicle and on the sidewalk a car just crashed into him while I was in my car.  And I constantly need to pull cars over because they are crashing and doing hit and runs. Is there any way to fix this so cars don't drive like they are fucking insane?

You need to get the stopped car of the road. Use the LSPDFRoption follow-me when you have initiated the traffic-stop, then drive in front of the suspect  to a convenient place with less traffic, and continue with the tasks
Perhaps follow-me  needs an overhaul
Afair the option is displayed after thou have commanded the suspect to pull over
