Лучше установи через oiv, как я сказал, сначала установи все ASI шутки в OpenIV.

So it seems something wrong with archive, it could be damadged, download it properly and fully from EUP page.

And I just understand there is no manual installetion. Only oiv and LML ways.

Make sure you have latest OpenIV, if not so, reinstall it. OpenIV site is working now, so you can find fresh version there. After installing OpenIV, install ASI things, and then download fresh oiv EUP archive, make sure it's gonna download fully. To make sure that archive is good and not damadged just try to open it with Winrar.

I myself found the way to replace the file dlc.rpf. replaced the file and run the game. I will tell the results, it worked or not 

I'm really tired of dealing with this problem all day, so I'm gonna go to bed. It's 3:00 in the morning.

In the news: 

- I found a way to replace the dlc.rpf file in OpenIV (D:\SteamLibrary\steamapps\common\Grand Theft Auto V\mods\update\x64\dlcpacks\eup) and replaced the dlc.rpf from the archive, but it didn't help. The game started to crash. 
- I installed the ovi file, but I get an error when trying to install it. most likely OpenIV does not see the ovi file as ovi and considers it an archive, if I understand correctly. Here is the log:

I tried to open the file by right-clicking on the file and selecting "open with" in the menu, but the file did not open with the archive. it gave an error about an invalid file format or archive corruption.

It means for some reason that oiv file is corrupt. I really don't know why. Did you download new one this morning? I tried yesterday it was perfectly fine.

No, it's an old file from yesterday. If there's nothing wrong with the file, I'm starting to think there's something wrong with my Windows.

I don't know what to do. I can't even install the mod manually because I don't know how to do it. the files in the archive are just lying there without any instructions. yesterday I tried to install myself by replacing the dlc.rpf file but it caused the game to crash. 

The problem was solved. Cause of occurrence: when downloading oiv file, the download was paused, which may be the reason for zip file corruption.
