I have this issue
Police jail drop off with (cop) partner. --- After drop off and go back to car partner doesn't come back into car after pressing T and only just sits there

Police transport issue ---- Calling one with nearest cop can sometimes spawn a random falling cop that just sits and does nothing.

Could you attach RagePluginHook.log? It is a text document located in the GTA V main directory.

Doesn't really sound like a STP (Stop The Ped) issue. More like a Ultimate Backup common occurrence.  Have this happen off and on.  Easier to dismiss the partner, then stand next to him/her and recruit nearest ped as partner.  They should now get back into the vehicle.  

Alright its just kinda annoying tbh, Feel like it shouldn't been happening lol.

 And ill show you my log soon when i hop back on

Do you have Menyoo installed? Or any other PC trainers.

When using Menyoo with LSPDFR, there is a weird phenomenon called the "Bermuda Triangle," where the game cannot spawn anything properly, and as a result, whatever the game was trying to spawn falls from the sky.

 

So simply removing Menyoo will solve this issue. But if you would like to find out what exactly caused this "glitch," it probably has something to do with one of the spawning options in Menyoo; you can disable all of the options and enable them one by one. However it is very time-consuming.

I recommend Simple Trainer. But it’s completely up to you.

For now, while Simple Trainer wasn't updated, it's good to use Rampage trainer, there is even snow working, lol.

If you’re not planning on spawn any Chop Shop DLC contents via Simple Trainer, then it should be fine. It is still stable and most basic functions still work. 

Rampage Trainer is more advanced and it is the most updated PC trainer. 
 

Of course, it depends on personal preferences.

Well I'm not saying Simple Trainer not stable. For me it was really sad that in 15.5 version not working snow with Chop Shop DLC. So yeah, it's totally depends on personal preferences.
