If renaming mods to _mods works, rename _mods back to mods and try:
Installing the gameconfig, Heap, and Packfile Adjusters.
If that still doesnt work, you can remove what you added recently one by one and test after each removal.
If that still doesnt work, you will have to restart the mods folder.

i already have that heap and packfile adjusters, the only thing is my gameconfig is modify because of the mod i add i forgot what mod is it. but i have the original gameconfig that i save for just incase. so do i need to put it back the original game config?

 

Use the one I linked. If it still doesn't work, follow the remainder of the steps that I put.

In OpenIV it is mods/update/update.rpf/common/data.

yes it works, its all good now. the only problem i have is the God eyes of my police car if i turn my screen to the front of the car i saw a white bright lights its like a God eyes

You can change the brightness by going into mods/update/update.rpf/common/data in OpenIV and opening the visualsettings.dat. You want to edit the car.defaultlight.day.emissive.on and car.defaultlight.night.emissive.on to a lower value to have them less bright.

my game won't start up it stay on the loading screen idk what happen after i put that 

car.defaultlight.day.emissive.on   1700.00

car.defaultlight.night.emissive.on   1100.00

Best way to check that is to open up OpenIV and go into Update/update.rpf/common/data and copy the visualsettings.dat and then paste it into mods/Update/update.rpf/common/data. Then see if the game loads up.
