I really want to create my own mods for police uniforms, clothes and accessories to use in LSPDFR GTA V
I say this because I don't want to take someone else's mod and edit it, I don't want to take someone else's clothing mod.

even if it's a model of GTA V itself and edit.
I want to create my own mod pack from scratch, even if I use a native GTA V model

Who can help me with this, a program, a tutorial that can help me do this?
