I getting graphic like this more and more often :s It's because i have FPS view , or because i deleted els files and left els police cars ?

It is probably first person. The els might depending on the cars

The ELS cars are high poly, and since you have a 6 star wanted level more police cars will spawn.

Not necessarily , he has a 6 Star wanted level, and as Sharp said above, the more cars that are spawned make the textures disappear, he may run it flawlessly like me, when just playing. But with a 6 star wanted level that changes.

I have great video card , so i dont think its the reason..

So OK. I don't know what's the problem

Try reducing your graphics settings a little bit.
