The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

if i play LSPDFR and just driving arround or having a callout npc's (red circles on the map as seen at the picture) come to me get out their car and start shooting at me it doesn't mather were i am in the city

    There's a certain part of the GTA V campaign where a character is banished from the city. If your save is at this point you need to either advance the story further or download a 100% save. 

     

    I believe there is also a trainer setting or keybind that causes this, so if you are not at that part of the campaign check your trainer settings.
