ELS Is not working on any of my packs, I have tried to uninstall the asi and reinstall then restart still not working

Do you have ScriptHookV installed? if so please send your ELS.log and ScripthookV.log

I do have scripthook installed but how would I send script hook logs?

 

Found them! ScriptHookV.log and ELS.log im not sure if its an accurate log because I installed a non-els pack to play with until I get ELS fixed, I also have other things installed in Open IV which I know requires script hook which works like Max paynes glock

See if you press CTRL+P ingame to see if an ELS conslole pops up

if not you could try 
1.Removing scripts other than ELS and seeing if that works
2. Install the latest version of

I installed the stuff but my LSPDFR crashed when going on duty and ELS doesn't work still

Send a screenshot of your GTAV folder A-z

and a RagePluginHook.log

If you mean your Game crashed to desktop rename mods to _mods and try again
Also how did you install the gameconfig?

Also 

Change Your Plugin Timeout Threshold In the first tab of the RPH Settings, find the bar titled "Plugin Timeout Threshold" and change it to 60,000.
If it crashes send a new log

I made the mods folder _mods and it didnt work, more mods 5x traffic

you should use stock traffic to start off 
do the second part and send the log if it crashes

Does not crash when going on duty ima change _mods back to mods because it made all things in OpenIV not work

Use stock traffic or 1.5x for the gameconfig

 

Put back to stock traffic, changed _mods back to mods - Now crashes when going on duty!!

Says the file format is not supported when I open its just a bunch of weird characters
